Maybe on a portable setting (laptop) Apple Silicon is better than the Intel/Amd efficiency chips. But still most people like the freedom of Linux/Windows over MacOS. I heard that Intel is currently better due to the location of cores and cache, but AMD of the same quality will be cheaper than Intel, which will allow you to increase PC performance by purchasing better additional components. Intel and AMD make different chips for different jobs. Intel/AMD CPUs are still absolutely essential for building an AI compute node with GPGPUs (and their AI-oriented successors), but the nVidia chips do most of the math. I love AMD for home (current desktop is Ryzen 5, and HTPC is A8 APU), but generally don't do it for client systems. However We're having the same issues getting laptops ordered with Intel CPUs. We ordered a batch of 10 HP Elitebook 745's with Ryzen 7's, and they're awesome. CPU fan is quiet, it's an actual multi-threaded quad core, way better GPU than Intel (streams 4k video without. They aren’t too different, Intel cpus are a little more powerful but use a little more power. There are way more options out there for Intel but you might get a little bit better gpus with amd. I wouldn’t limit your choices to either really. Intel: covered above, Intel CPUs are much better at gaming, but worse with multicore. Because AMD's last gen sucked so bad, a lot of things have been optimized for Intel, which can often give them an edge, though things are starting to change since Ryzen came out.

The OC experience is far better on Intel than AMD, better control over memory timings, far more control over voltage, core, and memory training, no artificial limits, way better BIOSes, and a lot more predictable performance.

From what I know, Intel does better with peripherals (i.e. thunderbolt capability) and tends to give more raw CPU power. These 2 make it a more viable workstation on the go. Intel also has a better history with Linux. AMD usually has a better iGPU and has more power efficient CPUs. For most people, these attributes are more preferable for a laptop.
